- **What**: the issue-worker image installs its review tools (`flake8`, `bandit`, `mypy`, `playwright`) as wheels only. `docker/IssueWorker.Containerfile` now passes `--only-binary :all:` to that `pip install`, as the hash-locked `ci.txt` install above it already does, so no setup script runs while the image is built (SonarCloud docker:S8541 on PR #132).
- **Evidence**: `pip download --only-binary :all:` for Python 3.11 on manylinux x86_64 resolves all four and their dependencies (21 wheels, no source distribution).
