• ocm-cli: the /ocm-goal command, the goal store, the dialog and the footer polling are removed; the TUI footer and goal control talk to OpenCode directly, and a package-compat test pins OpenCode >= 2.2.0.
• Pins in shared/package.json, ocm-cli/package.json, Dockerfile, .github/workflows/ci.yml and shared/src/opencode/release.ts move to 2.2.1.

Notes

• Judge completion with a real model provider, the live web UI, TUI and Desktop against a real Manager, and the linked-server disabled goal control were not exercised end to end.
• ocm 0.4.1's /ocm-goal reports "Manager too old" against this server until the next ocm release, and the mobile app still posts to /api/session-goals, so both must ship with this change.
• The ocm-cli README compatibility row still needs the next release's version numbers.
